General Description of the Program:
GOAL’s programmes in Haiti operate in Port au Prince (Urban) and the Gressier (Rural). The overall goal of the programme is to provide emergency support to families affected by the earthquake in Haiti. The objectives of the programme are to increase access to water and sanitation facilities, to provide safe shelter and non-food items for displaced families and to increase the purchasing power of affected population.
General Description of the Role:
The WASH Coordinator will be responsible for overall management of the programme and the coordination of the rural and urban programmes while developing the programme strategy for WASH. The WASH Co will coordinate the implementing the water, sanitation and hygiene promotion element of the programme including the planning, implementation, supervision and evaluation of the activities, outputs and objectives of the WASH programme. The WASH Co. will be expected to ensure that the element of the programme addresses the WASH priorities of the beneficiaries. WASH managers and their teams will ultimately report to the WASH Co. The WASH Co will report to the ACD Programmes.
Key Duties:
- Assist and advise the ACD Programmes in the overall development of the programme;
- Overall management of the WASH programme including execution and budget control.
- To manage overall co-ordination, planning, monitoring and management of the WASH project activities;
- Redirect and adjust the GOAL programme to ensure it achieves objectives and is executed in a competent manner while within programme and budget.
- Design programmes and extensions of the current programme as deemed necessary.
- Ensure that the WASH managers document standards and techniques through demonstration models with the aim of developing water and sanitation facilities that can be provided to beneficiaries cost effectively;
- Ensure adherence to programme schedules; plan the activities of the section and ensure effective implementation of the programme schedules;
- Review and approve contract documentation including drawings, specifications and bills of quantities and support the WASH team in developing these;
- Ensure quality of materials and workmanship in the programme activities;
- Supervise staff on a daily basis reporting to the position, assisting with recruitment and performance management;
- Seek to develop the capacity of team members, community workers and volunteers;
- Liaise with other parts of the team to ensure consistency of messages, communication and practices with the community and beneficiaries;
- Liaise with other organisations working in the area and attend relevant meetings;
- Prepare reports for the ACD Programmes as required;
- Carry out other activities as requested.
Person Specifications (Requirements):
- Essential: managerial skills; resourceful and adaptable work approach; creative approach to problem solving.
- Third Level qualification in civil / Environmental engineering or environmental health.
- Minimum three years experience of working with NGOs on water, sanitation and hygiene promotion projects.
- Proven initiative in developing new programmes.
- Project management experience and experience in managing teams.
- Practical construction skills and an interest in low cost and local materials and techniques.
- Strong analytical and strategic planning skills.
- Working knowledge of French essential, fluency a distinct advantage
- Excellent communication and interpersonal skills.
- Commitment to beneficiary accountability and humanitarian ethics.
