OVERALL DESCRIPTION

General Description of Programme

GOAL's first involvement in DRC was in 1994 when it responded to the refugee crisis following the genocide in Rwanda. In January 2002, GOAL returned to Goma in eastern DRC in the aftermath of the eruption of Mount Nyiragongo. GOAL distributed non-food items to families affected by the eruption and rehabilitated three schools.

In July 2002, GOAL DRC shifted its operations to Katanga province where it has been implementing a large project, based in the town of Manono. The project area covers 35,000km2 and serves a population of 545,000. GOAL is one of the only aid agencies in the area, which is accessible only by air. GOAL supports the area's healthcare system through community health promotion and nutrition interventions, its agriculture sector (through the use of extension workers, the distribution of seeds, tools and livestock), and carries out watsan and rehabilitation activities. Since 2007 GOAL has been running a REFLECT women’s literacy programme, which in 2008 will focus on income generation activities, including agriculture and animal husbandry. All of these programmes are implemented in an integrated manner in line with meeting the holistic needs of the rural communities. Since 2006 the programme has been transitioning from relief to development and during 2008 the programme is focusing on the development of strong monitoring and evaluation systems and sustainable community development methodologies.

GOAL is the only aid agency with a significant presence in this area and has a field-based team of eight expatriates and 12 local staff, supported by GOAL’s DRC base in the provincial capital Lubumbashi.  A Country Director, Systems Manager, Financial Controller and a Logistics Coordinator staff this base. 

OVERALL OBJECTIVE OF THE POSITION

Role
The role of Sustainable Livelihoods Programme Manager is a key position in the GOAL DRC team in Katanga, involving the oversight and leadership of the livelihoods programme, which is designed to increase the income earning potential of the project area’s large population and to maximise the livelihoods capacity and food security of the target communities.

Key Responsibilities

  • To review the current programme activities and plan appropriate, sustainable, future interventions based on local needs and capacities.
  • To oversee the implementation of all elements of the livelihoods programme, including income generating and sustainable livelihoods activities;
  • To improve the technical skills of key national team members on income generating activities, micro-finance, agronomy and programme planning & management;
  • To reinforce the community approach adopted by GOAL: working in partnership with development committees in the health zones in order to identify the needs of the population and to support GOAL’s interventions;
  • To build the capacity of the Deputy Programme Officer in overall management, reporting, planning, strategic thinking and programming so that he will be fully competent in taking over the department’s responsibilities in 2009
  • To support the Deputy Programme Officer in managing the extension workers who are attached to GOAL’s agricultural centres and assessing their potential within the future programme activities;
  • To improve and implement a monitoring system to ensure effective and efficient use of funds and resources
  • To coordinate, as much as possible, with GOAL’s other programme activities, in order to create an integrated, multi-sectoral programme
  • To organise and carry out training workshops for the sustainable livelihoods team on income generating activities and crop production techniques. To oversee the onward training by the team to cooperatives/ associations who will be identified by the IGA programme;
  • To assist with other technical trainings as identified by the needs of beneficiaries;
  • To assist in the identification of vulnerable families so that GOAL ensures it is working with the poorest of the poor and that beneficiaries are chosen on a needs basis;
  • To identify and develop partnerships with local CBOs, NGOs and relevant government department to ensure programme sustainability
  • To manage the project budget;
  • To represent GOAL and liaise with local, national or government partners at local or district level in consultation with the Programme Coordinator.
  • Any other tasks as requested by the Programme Coordinator, Country Director or GOAL Dublin.

Key requirements:

  • Third level qualification in agricultural/rural development or related subject
  • At least one year’s experience in successfully managing Income Generating Activity (IGA) programmes or similar in a developing country
  • Knowledge of livelihoods programming
  • Proven experience in training and implementation of sustainable agriculture and livelihoods strategies
  • Proven project management experience , with knowledge of logical framework analysis preferable
  • Budget management experience
  • Experience of writing project proposal and reports
  • Knowledge and experience of community development methodologies
  • Proven record of leading and capacity building of staff
  • Well developed skills at working independently and managing a large team of local staff
  • Working ability in English and French or  Swahili
  • Sufficient computer and composition skills for the writing of project interim reports and proposals to donors
  • Ability to work as part of a team
  • Ability to accept the possibility of insecurity in the project area
  • Ability to live and work in an isolated area and in conditions of limited comfort.
