OVERALL DESCRIPTION

General Description of the Programme
The overall aim of the GOAL Niger country programme is to improve the health and nutritional status of the most vulnerable populations of Zinder Region by tackling their endemic problems of acute malnutrition, improving food security and increasing sustainable access to safe drinking water.

In the Zinder region, GOAL has operated 12 Supplementary Feeding Program (SFP) sites, set up under the 2005 emergency response program, to treat cases of moderate acute malnutrition. GOAL’s Nutrition strategy is to continue to serve beneficiaries in these catchments areas, but also to fully transition these supplementary feeding services into Ministry of Health-run local health centres. In addition to the integration of SFPs, GOAL is also planning to incorporate the provision of Out-patient Therapeutic Programs (OTP) for the treatment of severe uncomplicated malnutrition at these sites.

Other activities carried out by GOAL in this zone of intervention are Livelihoods, Education and WATSAN/Latrines. Livelihoods activities include distribution of goats breed to identified beneficiaries plus new activities this year. WATSAN is concerned with rehabilitating existing pumps and the construction of well protection walls to protect the water sources. There is a huge emphasis on community involvement in all projects.

The Education programme is constructing classrooms and latrine cubicles in schools and working on health and hygiene sensibilisation activities.

General Description of the Role
The Logistics Assistant will assist the Logistics Coordinator in the management of all logistic functions of the Niger Country programme and will take responsibility for specific duties as delegated to them by the Logistics Coordinator. This is a period of consolidation for the GOAL Niger logistics department, and there will be many tasks related to implementing GOAL logistics rules and procedures.

Responsibilities and Key Duties

GENERAL

  • To be able to deputise for the Log Co and continue the smooth operation of the Logistics department according to the GOAL Logistics Procedures during the absence of the Log Co in Zinder, working within an existing Logistics team.

TRANSPORTATION

  • To assist in capacity building and to provide ongoing support and advice to the local Transport Manager.
  • To ensure through the Mechanic and Transport Manager that safety procedures, driving policy and minimum level of driving training are prioritized and followed by all drivers and passengers.  Special attention should be given to speed.
  • To assist in making sure that all the transport paperwork and procedures as per Logistics Manual are in place and filed properly.

PURCHASING

  • To support compliance with all GOAL procurement procedures by supervising and building the capacity of the existing team.

WAREHOUSING

  • Assist the Log Co in ensuring that stock takes occur as per the GOAL Logistics Manual
  • Manage distributions according to donor compliance rules, in conjunction with the SFP co-coordinator/Livelihoods co-ordinator.
  • Continue capacity building with depot sites to help further SFP program integration with the Ministry of Health clinics
  • Assist programs in the field when required.

SECURITY

  • Assist the Log Co in implementing the GOAL Niger Security and Safety Guidelines especially in relation to those of Transport

SITE MAINTENANCE

  • Ensure that all field sites are full in order.  Requests will be submitted to logistics by programme coordinators detailing repairs or improvements that need to be made to the field sites.  All repairs should be carried out promptly.
  • Maintain a dialogue with the SFP Field Warehouse Managers regarding improvements needed to be made to sites.
  • Maintain the GOAL Houses and Office for any electrical, plumbing or DIY improvements that need to be carried out.

SKILLS AND EXPERIENCE NEEDED:

  • Strong management skills and proven experience in managing teams
  • Strong working knowledge of transport and fleet management.
  • Experience with mentoring and building the capacity of local staff
  • Strong organisational skills, ability to plan, timetable activities and monitor budgets
  • Excellent communication skills
  • Fluent French
  • Computer Literacy

REQUIREMENTS:

  • Relevant practical experience working for an INGO or equivalent experience with another organisation.
  • Team player, flexible and capable of working with a multi-national team.
