General Description of GOAL’s
Work in Freetown:
GOAL Sierra Leone’s Disadvantaged Children and Youths’
Programme (DCYP) began in 1999 to address the needs and rights
of street children and young commercial sex workers in Freetown.
The aim was to meet their basic needs of shelter, food and
non-formal education, as well as providing alternative life
choices.
Since 2003, the programme has increasingly
focused on the whole community to prevent children in difficult
circumstances from ending up on the street. The programme
works very closely with surrounding communities through partnership
with Child Welfare Committees (CWCs).
In 2008/2009, the programme was re-launched
as the Integrated Child and Youth Welfare Programme (ICYWP),
which includes DCYP activities but also integrates health
promotion and curative care, HIV/AIDS awareness, a nutrition
component (recently supported by UNICEF) and support to CBO
partners. GOAL also has a large Urban WASH project in the
city, part of the Urban WASH NGO Consortium, funded by DFID.
GOAL is continuing to expand activities into more slum and
marginal communities across the city.
In Kenema, GOAL implements a WASH project,
funded by UNICEF, uses the Community-Led Total Sanitation
(CLTS) approach to promote sustainable sanitation solutions
for rural communities and also delivers School Sanitation
and Hygiene Education through local partners.
Summary of the Role:
The position has a strong focus on innovation and research
and would be a great opportunity for someone who is looking
for a dynamic and diverse position. The EU Non- Communicable
Disease Programme Manager will have responsibility for fully
implementing and achieving the objectives and targets set
out by GOAL Sierra Leone’s recently approved two- year
EU programme. The overall objective of the initiative is to
reduce non-communicable diseases and other negative impacts
of substance abuse (tobacco, alcohol, drugs) among children
and youth in slum and disadvantaged communities of Freetown,
Sierra Leone. The role will focus on the following areas of
activity;
1) Background research and pilot intervention
planning- This will involve planning and consultation on baseline
research and overseeing the gathering of data, data entry,
analysis and write-up. The results of the research will be
used as a basis to design innovative substance abuse prevention
activities. The survey results will also be presented as part
of the consultation process in development of the new National
NCDs Strategic Plan, led by MOHS. All relevant stakeholders
involved in the project will participate in consultation workshops
and working groups as the plan is developed.
2) Pilot innovative BCC on substance abuse prevention- This
involves delivering the pilot activity plans designed in collaboration
with all stakeholders on the basis of research findings. In
order to ensure quality implementation of the plans, there
will be a strong training component to build the behavior
change communication skills of health workers and community
members involved in the project.
3) Impact evaluation and district level
planning- Once the pilot implementation phase is complete,
attention will focus on evaluating the impact of each intervention
and their combined effects. The nature of this evaluation
will be determined by the choice of interventions and the
basic evaluation design will be developed in the original
action planning workshops.
Specific Duties:
1) Organizes quarterly Coordination meetings, soliciting input
for the agenda from each partner;
2) Communicates regularly GOAL staff, and supervises their
work through frequent field visits;
3) Communicates regularly with MoH staff and other stakeholders
4) Oversees all technical and financial aspects of the NCD
health program in Freetown;
5) Keeps a master schedule of all planned activities and tracks
progress against plans;
6) Develops and manages all health data under the NCD program,
defining required information and assisting staff in development
of reporting forms; issues Monthly Activities Reports, Quarterly
Reports, and Items of Interest when new program developments
occur, utilizing information from program participants;
7) Contributes to donor reporting requirements including,
Annual Reports, Midterm Evaluation and Final Evaluation;
8) Establishes quality improvement standards for NCD staff
and monitors results against objectives and requirements;
9) Is available for consultation and trouble shooting in difficult
program problems in the field;
10) Host and assist in donor, GOAL Headquarter visits;
11) Other tasks as required by Country Director
Requirements: (educational,
language, etc.)
• Master Degree or equivalent experience managing community
health continuing education programs.
• 4 or more years work experience in a related health
field.
• Able to develop and manage a budget of €300,000+
per year.
• Proficient in Word, Excel, and Power Point, Epi Info
or SPSS, good organizational and human resource management
skills.
• Proven experience in motivating, organising, and training
large teams.
• MD, Master of Public Health/Social Sciences or other
related field.
• 2 or more years experience managing Child Survival
or other related Nutrition and Health programs in an overseas
environment/developing country.
• Technical knowledge about NCD and/or substance abuse,
knowledge of survey measurement (experience conducting KPC
and/or anthropometry surveys), behavior change communication
knowledge and skills.
• Inter personal skills and work with expatriate staff,
managers, government, donors and non-government organisations;
• Experience of working with Southern Ministry’s
of Health and local health management teams, community volunteers.
• Experience of implementing EU projects is desirable.
• Fluency in English- Written and Spoken.
