General Description of the Programme
GOAL has been working in Sierra Leone since the late 1980’s. Currently, GOAL Sierra Leone operates a community based Disadvantaged Children and Youth’s programme in the capital Freetown, the primary aim of which is to create an enabling environment leading to improvement of livelihood of the disadvantaged children and youths by eliminating discrimination, protecting and promoting their basic rights. The programme has further broadened its target population and added a number of categories of disadvantaged children and youths along with their surrounding communities. Street children, children sex workers and their children, sex workers, children and youths vulnerable to HIV/AIDS are the key target population of the programme.
GOAL’s rural programme in the Kenema district of Eastern Sierra Leone is an Integrated Health Programme which incorporates clinic support, water and sanitation, health and hygiene education, including HIV/AIDS awareness and malaria prevention and immunization. In 2008, GOAL will be completing work in Tunkia Chiefdom and initiating a three-year programme in Gorama-Mende (road improvement, watsan, clinic support and community health promotion). This will involve establishing a second office in Kenema and piloting new methodologies (notably adult literacy, which caters to the practical learning needs of women (REFLECT) and Community Led Total Sanitation) for potential scale up in 2009.
GOAL Sierra Leone also works closely with partnership organizations on cross cutting objectives and plans to continue to further develop partnership opportunities within the scope of existing programmes.
General Description of the Role:
The Community Development Manager will play a pivot role in guiding the start up phase of a three year intervention in one of the remotest areas of Kenema District. The Community Development Manager will lead a committed team of national staff in ensuring participatory, community led approaches are maintained in all aspects of the programme.
The focus of this role will be to capacity build national staff, with the support of the ACD, in participatory, community led approaches, notably the piloting of REFLECT circles and Community led total sanitation methods. It is anticipated that the national staff will be able to take the lead on these activities in time.
The position will be based in the Kenema field office, with significant time (at least 50%) in the sub-office near Gorama-Mende.
CAPACITY BUILDING & COMMUNITY DEVELOPMENT
- To be responsible for the establishment of the REFLECT adult literacy programme through community women’s associations and ensure appropriate implementation, monitoring & evaluation of the programme in line with established REFLECT methodology
- To be responsible for the ongoing Capacity Building of community structures including Village Health Committee members in the areas of good leadership/ good service provision, effective resource mobilization and accountability. A key area of training will be working with mobilizers to develop participatory techniques and exercises to facilitate community led change.
- Review community mobilizer training modules and refine as required.
- With the ACD, participate in the investigation of partnership opportunities and establishment of systems for parters’ support with respect to integrated health programme activities.
- With support of the ACD and through the CBO Officer, helping strengthen local partner capacity by improving skills such as project management, financial and programme accountability, as well as their ability to identify and address the immediate development priorities of communities.
- To ensure a fully integrated approach is maintained. It is vital to ensure that material support is appropriately scheduled with community capacity building measures intended to ensure ownership and sustainability. Therefore coordination among different sector teams must be maintained.
- To ensure capacity building of local staff and that areas of skills development are identified with the ACD
- Conduct or identify local consultants/ partners to provide training as required for staff.
- Ensure that all reports forthcoming from the programme are presented in a professional and timely manner, in the required format (donor or HQs).
- Assist in the preparation of new programme proposals.
- Assist in developing further mechanisms for Programme Managers to review and build on lessons learned to improve overall quality of programme implementation.
- With the ACD, to ensure that adequate monitoring and evaluation systems are in place and that programme learning is incorporated into the project cycle.
MAINSTREAMING OF GENDER & CHILD PROTECTION
- Under direction of the ACD, ensure that gender and child protection is mainstreamed into all integrated health programme activities.
- Participate in the development and roll out of a Gender Mainstreaming Policy for GOAL Sierra Leone.
- Ensure that all staff are aware of and receive relevant training regarding the application of gender and child protection concepts to programme activities.
- In working closely with the Community Development Manager, provide technical support to gender and child protection advisors (2) who are responsible for implementing gender & child protection awareness activities in the field and providing support to other Integrated Health field staff.
- Establish relationships with Ministry of Social Welfare, Gender and Children’s Affairs and other key stakeholders for increased coordination of gender & child protection activities in the district.

It is understood that the above responsibilities will be reviewed and revised by the ACD/ CD as appropriate, and it is at the CD’s discretion that the Community Development Manager may be required to undertake some additional responsibilities that have not been specified herein.
KEY REQUIREMENTS:
- Previous field experience of participatory, community development projects.
- Experience with REFLECT methodology is an advantage.
- MSc in Community Development
- Commitment to work in a challenging environment, including travel to remote locations.
- Strong organizational and management skills, with an ability to plan projects, timetable activities, and monitor budgets.
- Ability and motivation to work well with local authorities and communities.
- Experience of staff management, on the job staff training and systems development.
- Good team player, ability to manage & mentor staff with different skill levels and cultural backgrounds.
- Experience in the use of logframe analysis and project cycle management an advantage.
- Excellent communication and interpersonal skills
- Excellent computer skills, including Microsoft Word and Excel.
- Familiarity with the NGO Red Cross Code of Conduct, the People in Aid Code and the Sphere Minimum standards.
- Excellent verbal and written skills, including previous proposal and report writing experience.
