OVERALL DESCRIPTION

General Description of the Programme

GOAL has been working in Sierra Leone since 1999, implementing a Community Based Street Children's and Sexually abused Women/Girls Programme in the Capital Freetown as well as a Supplementary Feeding and Primary Health Care Programme in Kenema, Eastern District, Sierra Leone.

Since 2002 GOAL has begun an Integrated Health, Nutrition and Water and Sanitation programme and Growth Monitoring Project in Kenema which is in the process of transition from an emergency-led programme towards longer-term sustainable development, working in partnership with the District Ministry of Health in Kenema and local community structures.

The Integrated Programme aims to support and empower the Ministry of Health, Community Health Clinics and Village Development Committees to address root causes and treatment of morbidity and malnutrition through health clinic support, facilitation in the development of community structures, health and HIV/AIDS education, growth monitoring activities and through increasing access to safe drinking water and sanitation provision.

General Description of the Role
GOAL has long term plans in Sierra Leone and would like these to be implemented as much as possible by national staff.  The current Logistics team of 4 (2 in Kenema and 2 in Freetown) are committed members of staff but lack knowledge of systems and reporting mechanisms.

GOAL Sierra Leone will enter an exciting phase in 2007 with serious building works being undertaken along with large amounts of procurement activity anticipated.  The building work will be done with community support and the Logistics Coordinator will be responsible to coordinate with community groups, the Engineering and Programme coordinators to coordinate and harness their efforts.

GOAL works closely with several Community Business Organisations and NGOs.  They are in general strong in there fields of operation (child welfare, HIV Awareness, water management, village development) but weak in reporting and accounting systems.  There is a great opportunity to work with these groups and help them develop systems and procedures appropriate to their needs.   The logistics coordinator will be responsible for leading this process.

Key Duties for the Logistics Coordinator
The Key Duties for the Logistics Coordinator are as follows. Additional detail on each of the sections is provided overleaf.

  • Implement standard GOAL Logistics Policy across all GOAL  Sierra Leone’s operations.
  • Support and oversee all daily logistics operations in support of programme objectives, including but not limited to:
    • Procurement and Donor Accountability
    • Warehousing and Stock Management., including Donations-in-Kind
    • Asset Management
    • Insurance Requirements
    • Fleet Management. (Implementing effective and appropriate monitoring of vehicle maintenance and fuel consumption for a fleet of 20 motorbikes and 8 vehicles)
    • Transporting Supplies including Customs Clearance
    • Communications and IT systems. (GOAL Sierra Leone has just introduced a network and internet access for staff.  National staff have extremely limited IT capabilities and broad ranging training and support is required.)
    • Compound Management.
    • Personnel Management.
    • Provide daily line management and support to the logistics teams in GOAL Sierra Leone.
    • To ensure effective management and provide appropriate, timely and quality technical, training and monitoring support to the national logistics staff.
    • To work closely with local groups to develop their effectiveness in systems and procedures.
    • To ensure procurement and construction works are carried out in compliance with donor and international standards.
    • To ensure that systems are left in place to allow national staff to carry on effectively in the future.
    • Counterpart and Capacity Building. To ensure that national logistics manager has the capacity to effectively mange without further support
    • Input into Program and Budget Planning on Logistics issues
    • Reporting and Internal Liaison
    • External Liaison

Requirements:

  • 3+  years of work experience as a senior logistician with an international NGO
  • Willingness to get involved in all aspects of logistical support to ensure efficient operations of programmes.
  • Understanding and acceptance of the varying standards required and the problems inherent within the context of work in a developing country.
  • Appropriate skills and experience in the capacity building and training of national staff and partners essential.
  • Management ability to lead, motivate and develop staff
  • Knowledge of community development methodologies and the ability to work in a participative manner developing shared ownership and vision desired
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
  • Strong computer skills in Microsoft packages, including Word, Excel, and Outlook
  • Hands-on experience in areas such as repairing/maintaining vehicles, computer and communications systems setup an advantage.
  • Experience in developing programme strategies in a transition period between emergency and development environments desirable.
  • Experience in proposal development, budget preparation and report writing desirable.
