Job Title Training and Development Manager
Job Location Khartoum, Sudan (with occasional field travel)

OVERALL DESCRIPTION

GOAL has been operational in North Sudan since 1985 and currently has well established programmes across four locations in the region.  The current programme focus’s on four sectors; education; (GOAL N Sudan supports an informal education approach known as REFLECT a women’s literacy and empowerment intervention), water and sanitation, sustainable livelihoods, primary health care, which is currently our largest sector.    All interventions are carried out with local partners as appropriate and in the health sector GOAL has well established relations with the MOH.

GOAL N. Sudan Country Strategic Plan for 2007 – 2011 has highlighted areas that GOAL N. Sudan wish to strengthen, namely, reaching the poorest of the poor; moving towards evidence based programmes; building our community ownership processes and encouraging more capacity building both within GOAL staff and within the communities in which we work. The Training and Development manager will focus on the capacity building of GOAL national staff and will also provide technical training for expatriates to ensure high quality programs and flawless operations.

Current field locations are in Kassala State in the East, Abyei in South Kordofan and Kutum in North Darfur with a limited presence in Dar es Salam camp on the outskirts of Khartoum.  GOAL is also operational in South Sudan and as part of the Comprehensive Peace Agreement (CPA) signed in January 2005, cooperation and collaboration across both country programmes is ongoing.

Description of the role
GOAL has been working in North Sudan since 1985. The expected output of the training and development manager within the next 6 months is:

  • A training policy document approved by the SMT/CD;
  • A ‘Request for Training’ procedure;
  • An Excel based list of training needs with specifications;
  • A database (Excel or Access based) with training providers, their training portfolio, length of training, prices, dates etc;
  • A training schedule (Excel or Access based) for use by line managers to match staff to the selection of trainings available;
  • An independently working training officer Khartoum based contract, well instructed on the policy, tools, suppliers and administration. This can be an existing employee or an newly recruited employee;
  • Well trained and instructed training and development officers, with a GOAL contract, in the field sites; This can be an existing employee or an newly recruited employee;
  • A strategic framework for training and development with the views and wishes of the management of GOAL North Sudan what should be accomplished over the next 5 years. The frame work should set objectives, activities and timelines;
  • A detailed overview of the status of the remaining budget and the expenses of the budget so far.

Key Duties:

  • Define the training policy for Mission GOAL North Sudan for national staff and expats
    • Have the policy approved by ACDOps, CD and SMT
    • Develop a ‘request for training’ procedure that links in with the policy
    • Develop forms to support the policy (request for training, study agreement, evaluation of training etc.)
  • Assess the training needs amongst national staff and expats
    • Perform yearly reviews on training ‘supply and demand’
    • Link training needs to the April annual appraisals
    • Visit all field sites and get an overview of the training needs from field, program and operations perspective
  • Assess local, national and international training providers
    • Visit field sites and check for availability of local training institutes and facilities
    • Provide an Excel or Acces based application which contains training providers and their details
    • Negotiate training and facilitation fees on behalf of GOAL
    • Make framework agreements with training suppliers that have been identified as structural suppliers
  • Develop and monitor the training schedule for 2008 and 2009
    • Design a template training schedule in Excel or Access
    • Communicate available trainings to all line managers
    • Make sure staff gets nominated and trainings are filled
    • Arrange for all documentation to be complete and filed in staff files
  • Recruit and train staff for the Training and Development department
    • Advice on capacity required within the training and development department in Khartoum but also in field sites
    • Define and write job descriptions for support staff in Khartoum and, if required, also in the field
    • Train the support staff in Khartoum and field sites
  • Develop an strategic training and development plan for GOAL North Sudan (years 2008 - 2011)
    • Agree upon objectives, activities and timelines (together with SMT)
  • Manage the training and development budget
    • Deliver monthly reports the ACDOps on expenses and forecasts
    • Respect the GOAL procurement and authorization for expenses procedures
  • Report on progress
    • Write weekly progress reports on timelines, budget, deliverables, challenges, etc.

 

Requirements: (educational, language, etc.)

  • At least two years previous experience with an international agency in training and development, human resources, project management, administration;
  • Undergraduate degree in economics, business administration, human resources management, international management or related subject;
  • Demonstrated ability to develop and implement policies and procedures;
  • Experience in liaising with suppliers, all levels of staff and senior management team;
  • Proven ability to work independently and build up a team;
  • Staff management and personnel skills;
  • Budget management skills;
  • Ability to self-start and work in a remote location;
  • Excellent communication and interpersonal skills;
  • Ability to lead a multicultural team in a conservative Muslim society.

Other desirable criteria

  • Previous NGO experience
  • Previous overseas experience
  • Previous experience in training and development
