Job Title Water and Sanitation Coordinator
Job Location Juba with extensive travel to 2 field sites
Reporting To Assistant Country Director
Contract Length 12 months
Start Date July 2008

 

General Description of the Programme:
GOAL has been working in Sudan since 1985, originally in government controlled areas of Sudan, but from the early 1990s expanding into areas of southern Sudan controlled by the SPLA.

Initially GOAL’s activities in Southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warap State, saw a move to longer term interventions although the focus of the intervention remained emergency response. GOAL South Sudan currently operates programme in Twic County, Warap State, Kurmuk, Blue Nile State, Malacal town and the Sobat Corridor in Upper Nile State.

GOAL South Sudan interventions have in recent years expanded to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

General Description of the Role:
The water and sanitation component of the programme includes: the provision of water through borehole drilling, rainwater harvesting, and hand-dug wells; latrine construction and the establishment of water user committees. 

GOAL’s water and sanitation activities are moving away from relief interventions to a more sustainable approach.  The Water and Sanitation Coordinator will work closely with the Community Health Coordinator to ensure that community hygiene promotion is coordinated with the Watsan team’s activities.  In addition, the Water and Sanitation Coordinator will liaise closely with Area Coordinators, other programme coordinators and local communities to improve community participation and ownership of all water and sanitation activities.  This is a field oriented job necessitating a considerable amount of time working on day to day management issues in sometimes challenging circumstances. 

The Water and Sanitation Coordinator will be directly responsible for the overall management of water and sanitation activities, including (but not limited to) planning of activities to be implemented, supervision of the activities to ensure that the agreed minimum standards are met, sound financial management of these activities, the overall support and management of all water and sanitation staff, and direct management of the Watsan Field Engineers and the Watsan Community Support Manager. 
                                                                                             
Key Duties:

  • To directly manage the Watsan Field Managers and the Watsan Community Support Manager and ensure that all work is completed within the specified timeframe and to a high standard
  • To liaise closely with the Area Coordinator and other programme coordinators to ensure good integration of all programme activities
  • To promote community participation and ownership through liaising with the beneficiary communities, establishing, training and supporting water user/sanitation committees and ensuring that activities are as transparent as possible
  • To identify appropriate new activities (when appropriate) in consultation with local communities, local authorities and organisations operational in South Sudan
  • To develop and implement standard Watsan designs, using appropriate technology where possible
  • To develop accurate Bill of Quantities (BOQs) for all watsan engineering being undertaken by GOAL SS
  • To develop accurate activity based budgets for all watsan components
  • To monitor all expenditure on these budgets and ensure that there is no significant variance between approved budget lines
  • To contribute to the compilation of donor proposals and reports in conjunction with the appropriate staff
  • To support the ACD programmes in planning and programme development and application of management tools including the Programme Management Plan and the Budget Monitoring Tool)
  • To liaise with other organisations engaged in similar activities in South Sudan, including the government authorities, UN and other NGOs
  • To ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGOs
  • To carry out any other reasonable duties as requested by the CD

 
Requirements:

  • Degree in water and sanitation engineering, or related subject
  • Experience of project management
  • Experience of working with communities and community-based organisations
  • Experience in promoting community involvement and participation in programme implementation including set up and training of water user committees and sanitation committees and managing community relations and interaction.
  • Previous experience of implementing rural water and sanitation projects
  • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee activities
  • Ability to implement effective projects with sometimes limited resources.   
  • Excellent computer skills including familiarity with Autocad (latest version), Microsoft Word and Excel. 
  • Ability and willingness to work in remote areas for extended periods of time
  • Outgoing personality with excellent communication skills.
  • Good team player, flexible and capable of working with a multinational country team
