OVERALL DESCRIPTION

General description of the programme
GOAL Uganda currently implements an integrated emergency and crisis recovery programme (Food security, Watsan, public health, , HIV/AIDS, community development, and Nutrition) for displaced and conflict-affected populations in Pader District, Northern Uganda. The programme is funded by a number of donors who include Irish Aid, ECHO, EU and UNHCR and GOAL.  The programme is implemented by a team of GOAL staff based in Kalongo, Pader District. GOAL also runs a smaller office based in Pader Town Council (District Headquarters). Activities are implemented in partnership with the District and Local Authorities, Kalongo Hospital and other agencies. The programme is currently focusing on transitioning from emergency to long term recovery as the affected populations move from the camps towards their original homes.

General Description of the Role

The Programme Manager will work under the direct supervision of the Emergency and Crisis Recovery Programme Coordinator (based in Kampala) and will be responsible for providing management oversight to all programming management functions at Kalongo Field Office. This includes Program Implementation, Systems (Administration, Logistics and Human resources management) Security, and Finance Management according to GOAL guidelines and procedures.

Duties/Responsibilities

Programme Development

  • Responsible for overall management of the implementation of the projects in line with approved project proposals, budgets and within the agreed time frames;
  • Develop effective relationships with all partners and collaborators including government departments;
  • Ensure compliance to all GOAL, Donor and Government of Uganda  policies, procedures and guidelines that relate to the implementation of the programme;
  • Ensure project deadlines and high quality standards are met;
  • Ensure resources are used appropriately and efficiently;
  • In consultation with ECR coordinator and the M&E team, establish and manage an efficient program monitoring system, and timely preparation and submission of program status reports as may be required for management and donors.

Capacity Building

  • Ensure that the programme is implemented in a way that empowers and capacity builds local communities to ensure sustainability of programme interventions;
  • Contribute to the development of GOAL Uganda capacity and knowledge on areas covered by the programme;

Logistics

  • To ensure that the necessary logistics and procurement guidelines are followed as per GOAL Uganda guidelines;
  • In coordination with the Logistics Coordinator, analyze service demands on the logistics unit and the outputs of the logistics unit;
  • Ensuring project team are preparing tenders, contract documents and administration of contracts with local contractors within GOAL Uganda procedures;
  • Supervision and guidance of senior logistician in Kalongo.

Security

  • In collaboration with field logistician and transport manager, assess security on a daily basis, and provide advice to the ECR Coordinator and Country Director on the safety and security situation in Kalongo to maintain the programme operations running smoothly;
  • Maintain a  security incident log on a daily basis;
  • Be responsible for the day-to-day welfare of all GOAL international and national staff in Kalongo;
  • Ensure that the security guidelines adhered to.

Administration/Human Resources Management

  • Uphold GOAL Uganda guidelines and policies and guidelines in managing staff;
  • Manage staff effectively, including appropriate and systematic empowerment and delegation;
  • Identify and organize appropriate response to meet capacity building needs of staff;
  • Ensure all staff policies are implemented and followed correctly;
  • Implement and ensure effective monitoring of performance management system as per GOAL Uganda policies and guidelines;
  • Ensure that all new staff are briefed and adequately supervised and that they do not act in manner that could injure GOAL’s reputation in Uganda and in the region;
  • Keep abreast of the GOAL Uganda personnel policy;
  • Contribute to review of staff policies;
  • Contribute to institutional capacity building;
  • Resolve staff conflicts and supervise disciplinary actions.
  • Oversee recruitment of national staff positions (design job descriptions, carry out interview process etc.)

Finance

  • Ensure that GOAL: financial policies are adhered to in all transactions;
  • In consultation with ECR Programme Coordinator and Finance Controller, ensure that the programme expenditures are in line with the agreed budgets and with donor requirements;
  • Ensure that accounts are compiled as required and sent to Kampala finance department;
  • Carry out cash counts weekly and other physical spot checks as appropriate to ensure documentation reflects reality;
  • Verify and approve funds disbursements;
  • Regularly audit finance documentation quality;
  • Identify capacity gaps within the finance team in Kalongo and arrange for appropriate capacity building with Finance department in Kampala.
  • Management of administration and finance team

Representation

  • Represent GOAL on all appropriate fora within the programme area, including all related stakeholder groups such as sector meeting in Pader District;
  • To actively pursue strong collaboration with local government officials and other NGO’s working in Pader District and Northern Uganda region in general;
  • Develop and maintain effective working relationships with local leaders and communities.

Reporting and Communication

  • Liaise closely with senior management team to ensure open communication and that feedback is received and all duties are carried out in a timely and efficient manner;
  • Ensure the Emergency and Crisis Recovery Programme Coordinator is appraised of all activities designated to your responsibility and any difficulties that may arise, through regular meetings, both formal and informal with management staff;
  • To ensure that all project reporting (internal and external) is completed in a timely and accurate manner. (Including monthly report covering systems and projects, donor reports, etc.)

Fund Seeking

  • Provide information requested by ECR Programme Coordinator and or Country Director;
  • To investigate local funding opportunities and develop proposals in consultation with the ECR Coordinator with guidance from the Country Director.
  • Host and assist in organizing donor visits to Kalongo and Pader district in general.

Additional duties

The programme manager will undertake additional tasks relating to GOAL work from time to time as requested by the direct supervisor and or the Country Director.

Job Requirements

  • University degree in social science or related disciplines with hands on experience in one or more sectors that GOAL is working in;
  • At least 3 years of international humanitarian and/ or development experience in managing programmes;
  • Proven experience in managing multi-sector  programmes with a range of donors in a complex operating environment;
  • Proven skills in performance management and capacity building related to staff training, facilitation and capacity building;
  • Strong management, project planning, organizational, supervisory, interpersonal, and communication skills;
  • Finance management skills;
  • Experience in managing and motivating senior staff (national and international);
  • Proven ability to work creatively and independently;
  • Highly motivated and with a desire to work with local communities;
  • Ability to manage stress, work in large and multicultural teams;
  • Team work and initiative to work;
  • Competent in Windows, MS office programs and email.
  • Fluency in English, spoken and written;
  • Willingness to live in Kalongo which is a remote location.
