General Description of the Programme
GOAL’s Uganda country Project focuses on GOAL’s four sectors of Health (including WASH), Education, Livelihoods and HIV/AIDS. We mainstream issues of HIV/AIDS, gender, child protection, disabilities and environment across all our activities. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local organisations to give effect to our mission.
GOAL is currently initiating activities in the Karamoja region of north-eastern Uganda. This region is the poorest in the country and has long-term development needs that frequently spill over into humanitarian crises. Many of the key humanitarian indicators are at emergency levels in the region.
GOAL is initiating a WASH project in Abim District from the middle of 2008. The project aims to be address water and hygiene needs in the community and in institutions such as health units and schools. The project intends to use a community-based, participatory approach at its core (PHAST) with the aim of building capacity in the local community. As a long-term development crisis, GOAL does not wish to displace local capacities (in local government, civil society organisations or the community in general) but rather to work with and build on them so that long-term, sustainabile benefits can be achieved.
GOAL expects that the project will be an opportunity to address existing needs, and to contribute to the organisation’s learning so that appropriate and effective interventions can be designed for Abim and other districts in the Karamoja region.
Karamoja is an insecure, remote, rural environment. Abim District is the most secure of the five districts in the region, and Abim Town is considered by GOAL to be a secure location for a Project base.
GOAL’s work in Abim would be managed by a Project Manager based in Abim who would be responsible for ensuring that the project is implemented as planned, is implemented to time and budget, and meets minimum quality standards. Ideally the Project Manager will be a WASH specialist who is able to plan the project in detail, adapt plans to the emerging realities, and make informed choices about different technologies. The Project Manager should also have experience and commitment to community-based approaches, with the aim of building local capacities and leaving sustainable benefits to the population in Abim.
The Project Manager will oversee a small team (see attached organisational chart) that will work directly with the community and with contractors to implement the work. The Project Manager will represent GOAL in the community, and will seek to ensure that the project design is adapted to be as appropriate, cost-effective and beneficial as possible to the local population. The Project Manager would be responsible for the implementation of GOAL’s policies, including security management, and providing a daily security report to the CD and LogCo in Kampala. The Project Manager will be responsible for narrative and financial reporting to the CD/ACD in Kampala.
General Description of the Role
- To provide technical leadership for the project, leading the water, sanitation and hygiene (WASH) project’s practical development and implementation. This includes refining the project design based on improving information gained once the project team is based in the field; identifying and choosing hardware options for water supply, sanitation and hygiene; and overseeing the community-based, participatory PHAST process. The Project Manager will be expected to be directly involved in project implementation;
- To manage the implementation and staff of the project as per agreed proposals on a day-to-day basis, providing leadership to the whole team, and ensuring that activities are implemented in line with relevant policies (GOAL and others);
- To carry out effective financial control and management at the project level and ensure implementation of GOAL financial and related policies;
- To oversee the security management system and ensure all activities are in line with existing GOAL policies and procedures;
- To participate and contribute to the development of the Project, including writing of proposals, and to lead the involvement of the whole Project team in this process;
- To report (written and verbal) on the Project as requested by EPC/CD;
- To represent GOAL as required;
- To carry out any other duties as requested.
Key Duties
Projects:
- Based on the approved proposal document, finalise detailed planning of the project including choice and development of water, sanitation and hygiene hardware; and leading the implementation of the community-based, participatory PHAST process;
- Manage the Abim based team;
- Coordinate the GOAL activities in Abim in line with agreed proposals in order to achieve or exceed agreed targets;
- Liaise with relevant local stakeholders on the development and implementation of activities;
- Report to CD/ACD as requested covering operational issues, Project activities, security and access, and other issues;
- Represent GOAL to the authorities and other stakeholders, and participate in coordination forum as appropriate.
Personnel
- Manage all Project staff in line with GOAL’s guidelines and policies;
- Recruit, employ and when necessary to terminate all agreed national staff for the Project in accordance with:
- The agreed number of staff as specified in the Project document and budget;
- Ugandan labour laws;
- GOAL Uganda’s personnel policy;
- GOAL Uganda’s staff salary scales.
- Ensure that any staff required for Projects are recruited, briefed and adequately supervised and that they do not act in a manner that could bring GOAL into disrepute.
- Monitor the performance of all staff and seconded counterparts reporting directly and supervise those responsible for managing other staff;
- Ensure that regular appraisals for staff performance are carried out at all levels and that training and other needs are identified and where possible are met, in order to improve staff performance.
Administration and Logistics
- Manage the Field Logistician, ensuring that the necessary logistics and organisation is effected for all Project activities;
- Where necessary to manage, or support, the development and proper functioning of any Project office deemed necessary to support the Project.
Finance
- Be responsible for the overall financial management of the Project and to ensure that expenditure is kept within the agreed budget or as instructed by the Country Director;
- Be familiar with GOAL financial and related policies and that they are implemented in the Project;
- Manage the Finance/Administration Officer in the project;
- Ensure that the accounts of Project income, expenses and receipts are a true statement of financial transactions
Security
- Oversee implementation of GOAL Security policies and procedures, manage security at a Project level;
- Ensure that security guidelines are adapted to the local area and are adhered to at all times through regular checks on project staff
- Assess the security situation on an on-going basis, making links with local information sources and strengthening our information network;
- Ensure daily communication with Kampala office.
Policy
To keep abreast of general developments in the field of emergency community health (political, donors) and to report the impact of macro issues on the Project
Fund seeking
- Provide in a timely fashion any information requested by the CD/ACD
- Investigate local funding opportunities and to liaise with donors as necessary;
- Obtain permission from the Country Director before accepting local funds;
- Host and assist all donor visits.
Additional Duties
- The Project Manager will additionally undertake from time to time certain other – mutually agreed – tasks relating to GOAL activities at the request of the Country Director.
Requirements
Essential:
- Qualification in Engineering (preferably in water), Environmental Health, or related subject area
- Practical experience of water, sanitation and hygiene projects (minimum two years), preferably with an engineering element
- Minimum 2 years relevant Project management experience, preferably field-based in Africa
- Experience of field based financial management and logistics management (including communication systems)
- Good ‘people skills’ – communication, motivation, leadership
- Experience of working in insecure environments and managing security arrangements
- Experience with HF and satphone communications equipment
- Computer literate (MS Word, Excel, internet and email)
- Good writing skills i.e. for reports
- Fluent English speaker
- Experience of and commitment to community based public health projects
